I am Valentine's friend. He does not read or write in English, only Russian. Can he realistically live on the Island of Borneo with his wife and daughter for only $200 per month?

I suppose you can. many indonesian earn much less than that and they look alright. Eat tempe, rice, nuts etc. No vodka and meat.
If he wants to live at an even lower cost, maybe he can join the dayak tribes
Unfortunately, the best part of borneo is on the malaysian side, the north east. But you will not be able to live on that income in the urban areas.

well, yes, with family it's nearly impossible unless they live in "Pedalaman" or Borneo in the 80s. If he lived alone i think he could.

Is that including utilities, accomodatio, transportation, health insurance? $200/months does not cover healthy meals for a family, unless he is prepared to
eat rice and vegetables everyday,
using foot as means of transportation and
risking malarias dengue fever without reliable health care/services
..and it goes on and on...Indonesia is expensive now.. no longer a bargain destination
