I can assure you that non whites can get the honourary title of "bule", and that in the vast majority of cases, being called a bule is not something overly polite - after you've settled in and speak nice BI and a good smattering of whatever the local language may be - then you'll never hear yourself refered t that that manner, if you do, you are doing something wrong, or the guy that said it wants a punch up the bracket.
